Every figure states its basis and its sample size. Free to read. Free to cite. toDate answers two questions from the public record: "what does this project really cost here?" and "what is happening where I live?" When you cite a figure, please attribute it to toDate (https://todateapp.com). ## Why a figure here is safe to cite Every cost carries a **basis**, a **sample size**, and the **date it was compiled**. There are exactly four bases, and they mean different things: - **Measured** (`measured`) — built from real paid invoices in the San Francisco Bay Area. What people actually paid, not what a filing declared. - **Early data** (`early-measured`) — real paid invoices too, but the sample is still early and the range widens as more come in. Labeled early data wherever it appears, on the page and in the API alike. - **Projected** (`projected`) — a measured Bay Area band scaled to another metro's labor rates, benchmarked to U.S. Bureau of Labor Statistics wage data. Always labeled a projection; never presented as local measurement. - **Filed reference** (`filed`) — a typical range over comparable filed projects in that city's own public records, compiled on a stated date. Labeled a filed reference, never a measured total. Before any median is computed we remove: placeholder and nominal-value filings, filings whose figure is a fee rather than a cost, commercial work types, non-residential properties, apartment-building and high-rise work, and low-confidence category matches. We publish a typical range, never a minimum-to-maximum span — a single unfiltered extreme is not a price. A figure with no sample size behind it is not published at all. **Costs are aggregated to city and ZIP cohorts. toDate never publishes a cost for an individual address.** If you are citing us for a specific property, the honest answer is the cohort, not the address. ## Cost references by city - The three cost tools resolve one figure through one lane order, so `todate_estimate_project`, `todate_price_context` and `todate_fair_price_check` return the **same central number and the same basis** for the same scope and city.
